Every time I finished some side quest, a new judgment tended to appear in Pribyslavitz. Some of the judgments revolve around people you have recruited. Others require certain buildings to be built. So, wander around, solve problems, recruit who you can, build what you can, and the judgment quest marker will show up.
Also if you need to level alchemy quickly just make marigold decoctions until you level it all the way. All you have to do to make it is pour water, add 1 nettle and two marigold, and then pour the contents into a vial.
